Allow ToS and RoS Placement Rules to run independently without blocking each other

Currently, "Days to Observe Change" works at the campaign level – if any Placement Rule fires on a campaign, all other Placement Rules are frozen for the configured number of days, including rules for different placements.
This creates a critical problem when running separate rules for Top of Search and Rest of Search on the same campaign. In practice, Rest of Search automation may never fire at all – because ToS rule conditions are met regularly and keep the campaign permanently frozen. Priority settings don't help here – Priority determines which rule executes when there's a conflict, but it doesn't lift the freeze for other placements.
The only alternative is to remove Days to Observe Change entirely – but this leads to chaotic daily modifier changes, which damages campaign stability.
This creates a dead end: either RoS automation doesn't work, or campaigns become unstable.
Requested change: make "Days to Observe Change" placement-specific, so that:
A ToS rule firing only freezes other ToS rules
A RoS rule firing only freezes other RoS rules
PP rules remain independent as well
This would allow independent, simultaneous automation for each placement on the same campaign without sacrificing stability.
