Enable one action per placement instead of one action per campaign

I've noticed that SI executes one rule on each campaign at a time. This approach is not effective since each campaign has three individual placements and at some moments, each placement might need adjustment.
For example, we might need to increase TOS (Top of Search) while decreasing ROS (Rest of Search) simultaneously. Currently, SI executes one rule based on priority which is preventing me from achieving the ideal output for placement rules.
I request the SI team to consider each placement individually and allow each placement to be adjusted separately when rules are executed.
Example
As you can see in the attached picture, if I apply these rules, SI will first execute the product page decrease rule four times to make it 0% then would SI be able to increase the percentage of the rest of the search.
I hope this example clarifies the importance of this feature and that you will expedite its implementation.
